I take the opportunity of mentioning that Viceroy Chou Fu recently passed through Hongkong en route for the North. He begged, on account of ill-health and old age, to be excused from calling officially upon me. He sent his card by an Aide-de-Camp, and on my Aide-de-Camp returning my card, the Viceroy personally asked Captain Ogle to convey to me his sincere thanks for the assistance this Government had rendered him in various directions during his term of office, more especially during the last 3 months.

In addition to an unusually large number of extradition cases, there have been, as Your Lordship is doubtless aware, two small risings in the Kwang Tung Province, one at Lienchow near Pakhoi and one at Waichow, which is not far from Canton. The latter is said to have been promoted by the notorious Sun Yat-sen, and at the instance of the Viceroy and with the advice of the Executive Council, I deported a follower of Sun's, surnamed Tseng, who was suspected of complicity with the rebellion.
